Perimeter Controls: Are They Actually Working?

Perimeter controls are one of the most common Best Management Practices (BMPs) used on construction sites to keep sediment from leaving disturbed areas. From silt fences and straw wattles to more substantial perimeter controls, these measures create a barrier between active construction areas and surrounding properties, roadways, drainage features, and waterways.

But just because a perimeter control has been installed doesn’t necessarily mean it’s doing its job. Like any stormwater BMP, perimeter controls need to be installed correctly, inspected regularly, and maintained as site conditions change. A control that was effective when it was first installed may become less effective as grading progresses, sediment accumulates, or weather impacts the site.

What Are Perimeter Controls?

Perimeter controls are BMPs installed along the boundaries of a construction site or around specific disturbed areas to help intercept and contain sediment-laden runoff.

Common examples include silt fence, straw wattles, rock socks, and other types of sediment control logs (SCLs). The appropriate control depends on the site’s conditions, drainage patterns, slope, soil type, and construction activities.

The goal isn’t necessarily to stop all water from leaving a site. Instead, perimeter controls are designed to slow or redirect runoff and help retain sediment before it can leave the disturbed area.

Signs Your Perimeter Controls Are Working

A functioning perimeter control should be helping manage sediment and runoff without creating additional problems.

During an inspection, project teams should look for signs that the BMP is properly installed and performing as intended. This can include:

  • Sediment being contained behind the control rather than bypassing it.
  • No visible undercutting beneath the BMP.
  • No significant gaps, tears, or damaged sections.
  • The control remains securely anchored to the ground.
  • Runoff is not flowing around the ends of the control.
  • Accumulated sediment has not reduced the BMP’s effectiveness.
  • The control remains appropriately located as construction progresses.

These observations can help determine whether a perimeter BMP continues to provide effective sediment control.

Why Perimeter Controls Fail

There are several reasons perimeter controls can become ineffective.

Improper Installation: Even a high-quality BMP won’t perform as intended if it isn’t installed correctly. For example, a silt fence that isn’t properly trenched or anchored can allow water to flow underneath it. The installation method should be appropriate for the specific BMP and site conditions.

Sediment Accumulation: Perimeter controls are designed to capture sediment, which means sediment will eventually accumulate behind them. If accumulated material isn’t removed when necessary, it can reduce the available capacity of the BMP and increase the potential for sediment to bypass or overtop the control.

Changing Site Conditions: Grading can change drainage patterns, new phases can become active, and previously disturbed areas may become stabilized. A perimeter control that made sense at the beginning of construction may no longer be located in the right place several months later.

This is one reason the Stormwater Management Plan (SWMP) and erosion control plan should be kept current as the project progresses.

Weather and Runoff: Heavy rainfall, snowmelt, and concentrated runoff can place additional stress on perimeter controls. High flows can cause erosion, overtopping, undercutting, or damage to the BMP.

When Maintenance Isn’t Enough

Sometimes a perimeter control doesn’t need to be repaired—it needs to be changed.

If grading has altered the site’s drainage pattern, a BMP may need to be relocated or supplemented with additional controls. Similarly, a project entering a new construction phase may require a different approach to managing runoff.

The goal should always be to match the BMP strategy to the current conditions in the field, rather than simply maintaining controls because they were shown on the original plan.

Final Thoughts

Perimeter controls can be highly effective at keeping sediment on a construction site—but only when they’re properly installed, maintained, and adapted to changing site conditions.

The next time you’re inspecting a silt fence, straw wattle, or other perimeter BMP, don’t just ask, “Is it there?” Ask, “Is it actually working?”

Looking for sediment bypass, undercutting, overtopping, damage, or changing drainage patterns can help project teams identify problems early and take corrective action before they become larger compliance issues.
