What Happens When Your SWMP Doesn’t Match Field Conditions?

A Stormwater Management Plan (SWMP) is one of the most important documents on a construction site. It outlines how stormwater runoff will be managed, identifies the Best Management Practices (BMPs) being used, and serves as the roadmap for maintaining compliance throughout the project.

However, construction sites are constantly changing. Grading progresses, utilities are installed, new entrances are created, and erosion control measures are added, relocated, or removed. If the SWMP isn’t updated to reflect those changes, it can quickly become outdated and out of compliance.

So what happens when your SWMP no longer matches what’s happening in the field?

The SWMP Is a Living Document

One of the most common misconceptions is that a SWMP is completed by a professional before construction begins and never changes.

In reality, the SWMP is considered a living document. It should be updated throughout the life of the project to reflect current site conditions, construction activities, and stormwater control measures. As the project evolves, so should the SWMP.

Why It Matters

An outdated SWMP can create confusion for everyone involved in the project.

Contractors may be following one set of field conditions while the documentation shows something different. Inspectors may reference BMPs that no longer exist or be unable to verify controls that have been added but were never documented.

More importantly, if a regulatory state inspection occurs, discrepancies between the SWMP and actual site conditions may raise questions about whether the project is being managed in accordance with the permit.

Keeping the SWMP current helps ensure that everyone is working from the same information.

Common Examples of SWMP Mismatches

Some of the most common discrepancies include:

  • BMPs shown on the erosion control map that have been removed or relocated
  • New BMPs installed in the field but not added to the SWMP
  • Stabilized areas that are still shown as active disturbance
  • Drainage patterns that have changed due to grading
  • Construction entrances or stockpile locations that have moved
  • Inspection reports referencing conditions that don’t match the current site layout

While each issue may seem minor on its own, multiple discrepancies can make it difficult to accurately understand the site’s stormwater management strategy.

Keeping Your SWMP Current

Maintaining an accurate SWMP doesn’t mean rewriting the entire document every week.

Instead, project teams or the assigned Qualified Stormwater Manager (QSM) should review and update the SWMP whenever significant changes occur on site. This often includes updating the erosion control map, documenting new or removed BMPs, revising site descriptions when construction phases change, and recording modifications that affect stormwater management.

Routine stormwater inspections also provide an excellent opportunity to identify documentation that needs updating.
