As construction projects near completion, stormwater compliance doesn’t end when the last piece of equipment leaves the site. Before a construction stormwater permit can be terminated, the site must meet one important requirement: final stabilization.
Final stabilization is one of the last steps in the stormwater compliance process. Its purpose is to ensure disturbed soil has been permanently stabilized so sediment and other pollutants are no longer likely to be carried away by stormwater runoff.
Why Is Final Stabilization Important?

There are several ways a site may achieve final stabilization, depending on project conditions.
Vegetation is one of the most common methods. Permanent seeding, sod, landscaping, or other vegetative cover helps anchor the soil and reduce erosion over time.
In areas where vegetation is not practical, permanent stabilization may include asphalt or concrete pavement, buildings, sidewalks, gravel, riprap, or other permanent surface treatments that prevent exposed soil from eroding.
Regardless of the method used, the goal remains the same: protecting disturbed soil from stormwater runoff.
What Happens to Temporary BMPs?
Many of the stormwater controls used during construction are temporary and are intended to be removed once they are no longer necessary. Examples include silt fence, wattles, inlet protection, and stabilized construction entrances.
However, these controls should not be removed simply because construction is nearing completion. They should remain in place until disturbed areas have been adequately stabilized and they are no longer needed to prevent sediment from leaving the site.
Removing temporary BMPs too early can increase the risk of erosion and potential compliance issues.

Before terminating permit coverage, the site should be inspected to verify that final stabilization has been achieved.
